CARB P2 vs E0 vs ENF: Cabinet Emission Standards

The short answer: in the US, CARB P2 compliance is the standard that matters — E0 and ENF are foreign systems worth understanding but not US law. CARB Phase 2 caps hardwood plywood formaldehyde at 0.05 parts per million; E0 and Japan's ENF grade use different tests and scales, so their numbers don't convert cleanly. Ask sellers for the system behind the acronym.
What does each standard actually cover?
- CARB P2 (California, adopted US-wide): limits formaldehyde in hardwood plywood, particleboard, and MDF sold or used in finished goods. Federally, TSCA Title VI mirrors CARB, so compliant panels are the national baseline, not a premium.
- E0 (European convention): a low-emission grade used across European panel trade, tested under EN methods. Commonly described as stricter than the older E1 grade — but E0 is a trade convention with varying definitions by country and lab, not one statute with one number.
- ENF / F-four-star (Japan): Japan's JIS/JAS system grades formaldehyde stars, with F☆☆☆☆ (four-star) the strictest tier and ENF its newer near-zero grade. The most demanding scale of the three — and the least relevant to a US kitchen unless the panels are Japanese-sourced.
Can you compare the numbers directly?
No — and anyone handing you a conversion table is selling something. The three systems use different chamber sizes, test durations, loading ratios, and units, so 0.05 ppm under CARB testing does not equal any particular E0 or ENF figure. Treat cross-system comparisons as directional only: Japan's top tier is the strictest regime, E0 sits in the low-emission band of European trade, and CARB P2 is the enforceable US floor. The question that cuts through all of it: "compliant with what, tested how, certified by whom?" A seller answering all three is selling verified panels; a seller answering with an acronym alone is selling the acronym.
What should a US cabinet buyer ask?
- "Are the panels CARB P2 / TSCA Title VI compliant?" — the US baseline question. Anything evasive here ends the conversation.
- "Who certifies it?" — third-party certification bodies audit mills; self-declared compliance is a claim, certified compliance is evidence.

Is E0 better than CARB P2?
"Better" assumes one scale, and there isn't one — different tests, different units, different legal force. In a US kitchen, CARB P2/TSCA compliance is what inspectors, resellers, and appraisers recognize. E0 on a US listing is marketing context, not legal standing; ask what test sits behind it.
Do low-emission cabinets cost more?
